Our two presenters will discuss ways to make web sites and web application accessible for people with disabilities and discuss / answer questions about the legal issues. Bouton Jones is expert in web design and development; David Ondich is a recognized expert on the legal aspects of the ADA (Americans with Disabilities Act).
Mr. Jones will discuss the W3C’s Web Content Accessibility Guidelines, HTML5, the use of skip links, WAI-ARIA (Landmarks, roles, etc.), QA/QC testing for A11y, available fonts for dyslexia, and using CSS for A11y testing, changing fonts & font sizes, as well as layouts, and emulating the Lynx text-only browser. Minimal familiarity with CSS is helpful. Depending on audience interest, he may include a small overview on ColdFusion, Adobe’s web application programming language.
Mr. Oldrich will focus on the legal aspects of accessible websites in the context of the American with Disabilities (ADA) act.

About the presenters
Bouton Jones has over 20 years as a contractor and consultant in web design and web development. He has worked for Battelle, Keane, Robert Half, and AT&T as well as working on several contracts for the DoD. He co-authored QA Accessibility Guidelines adopted by the Kentucky Commonwealth Office of Technology, co-presented a session (with David Ondich) on Digital Accessibility at Texas Association of Municipal Information Officers 2017 and presented three sessions on Accessibility at the Adobe ColdFusion Summit in 2017 and 2018.
David Ondich, M.S., is the City of Austin, Americans with Disabilities Act Program Administrator and in 2014 was named Legal Subject Matter Expert on the Americans with Disabilities Act. His experience and education include
- 16 Years as ADA Program Manager or Coordinator for Austin and Fort Worth
- Master’s Degree in Rehabilitation Counselling Psychology from UT Southwestern Medical School of Allied Health and 48 Doctoral hours in Rehabilitation Counseling from The University of Texas at Austin
He currently oversees municipal compliance with Titles I and II of the Americans with Disabilities Act, which includes:
- Providing feedback on accessibility to electronic information.
- Reviewing all employee requests for reasonable accommodations;
Consulting with department personnel regarding legal obligations under Titles I and II of the ADA - Arranging for accommodations to allow the public access to all city facilities, programs and activities
- Providing training to city personnel regarding obligations under the ADA as amended.
